MINUTES OF TROSTON PARISH COUNCIL EXTRAORDINARY MEETING held on Tuesday 6th August 2024 pm at Troston Village Hall

Cllrs D Bilverstone, Pugson, Riddick, Moffat and the Clerk. No members of the public.

1. Apologies for Absence

None received.

2. Members Declarations of Interest and Dispensations:

  1. To receive declarations of interest from Councillors on items on the agenda. None.
  2. To receive written requests for dispensations for disclosable pecuniary interests. None.
  3. To grant dispensations as appropriate under Section 33 of the Localism Act. None.

3. Meeting Open for Comments from the Public Regarding the Item Below

None present.

4. Appointment of New Parish Clerk

Following an interview, conducted by Cllrs Bilverstone and Walton, with the Clerk in attendance, the Parish Council are pleased to announce that they have agreed to employ Amanda Jackson as the new Parish Clerk and RFO. The contract will be drawn up for working 7 hours per week with enrollment in the LGPS Local Government Pension Scheme.

The new Clerk will take up the post from 1st September 2024, with the outgoing Clerk remaining in post until the 30th September 2024, to facilitate the handover. The new Clerk requested that the Parish council purchase a dedicated laptop for Parish Council use. A budget of up to £500 was agreed for this purchase. Some work has already been done around finding a suitable device. Cllr Pugson will do some further work on this and will provide the current Clerk with details so a purchase can be made. A further £100 will be allocated for any unseen additional costs incurred with the employment of the new Clerk.

Proposed by Councillor Bilverstone, seconded by Councillor Pugson. Unanimously agreed.

6. To Consider the Exclusion of the Public and Press in the Public Interest for Consideration of the Following Items:

  1. Personnel Issues. To confirm confidential employments details for new Parish Clerk. It was agreed that the new Clerk, Amanda Jackson, be employed for 7 hours a week at point 6 within the NJC range in scale, £12.42 per hour, LC2. The terms of her contract were shared, discussed and agreed.
  2. Legal Issues. None.
